允許除root以外的所有使用者密碼訪問？

為了方便起見，我想在我的伺服器上啟用 root 使用者，人們反對這個想法的唯一原因（據我所知）是對 SSH 的暴力攻擊。

那麼，SSH 中有沒有一種方法可以為除 root 之外的所有使用者啟用密碼訪問，但允許 root 使用 ssh-key 訪問？
