Windows Server 阻止 Web 服務？

我有一個程序，它使用連接到伺服器的網路服務來獲取軟體許可證。預設情況下，這在 Windows Server 2003、2008、2008 R2、2012、2012 R2 中被阻止。但是，在 Windows XP、Vista、7、8、8.1、10 中，預設情況下它工作得很好。

Soap error: XML Parser failed at linenumber 0, lineposition 0, reason is: The download of the specified resource has failed. (Generic)

還有什麼可以阻止這個？這基本上是任何 Windows Server 的全新安裝，沒有任何角色和功能。
